To illustrate, a recent news article published in The Tribune stated that the Indian government had spent nearly $500 billion in last 20 years to improve the internet access, and this has enabled residents to have world-class internet service.
I think that it is appropriate to spend funds to improve the internet because it helps people to connect with the rest of the world.
